• Update To Our CMS Booking System – Direct Or Consolidation MAWB?

    With effect from Thursday 6th February 2020, an updated version of the DHL Aviation CMS booking system has been released.

    They key change to the current version is that the User is now required to indicate if the Booking Request is:
    • a Direct Shipment or
    • a Consolidated Shipment.

    The booking screen now shows two additional tick boxes, labelled "Direct MAWB" and "Consolidation". As a User you will be required to select the relevant one.

    Kindly note that if at any point the shipment type changes from Direct to Consolidation or vice versa, please ensure you update the booking accordingly. This will NOT trigger a cancellation of the booking.

  • UPDATE - China Customs Data Requirements

    With effect from Friday, 15th November 2019, The GACC (General Administration of Customs for P.R. China) has issued a decree (No.144) highlighting changes to the data requirements for import shipments to China.

    Import shipments to China no longer require the following data elements:
    • Shipper enterprise code (VAT or company registration code)
    • Consignee enterprise code (USC Code)
    • Consignee specific contact name
    • Consignee specific contact number

    Import shipments to China still require the following mandatory data elements on all MAWB & HAWB (FWB/FHL) records:
    • Shipper and Consignee telephone number
    • Specific and non-generic goods description

    What is a Denied Party?

     

    A denied party is any person or organization that has been designated by applicable international legal bodies or by an applicable national government restricting such person or organization from importing or exporting transactions, or has been sanctioned by a government for illegal acts such as involvement in terrorism, narcotics trafficking, money laundering, or weapons proliferation, etc.

     

    Shipment Screening

     

    ACS Shipments have two records that will be screened against Denied Party lists: the Shipper record and the Consignee record. Each record, as per IATA standards, needs to contain full name and address.  Both the MAWB & HAWB Shippers and Consignees will be systematically screened against relevant Denied Party lists.

     

    Denied Party Lists

     

    A register of denied parties issued and provided by international legal bodies or by an applicable national government, against which shipment information is screened.  Both the MAWB & HAWB Shippers and Consignees will be systematically screened against relevant Denied Party lists.

     

     

  • Shipments Destined to Shanghai (PVG) Notification

    With effect from Monday, 8th July 2019, DHL Aviation will block all shipments for which we have not received in CCN complete and accurate FWB & FHL messages as defined by China Customs Manifest Regulation. Shipments will be unblocked as soon as the shipment information in CCN has been validated.

    The situation prompting this swift action is recurring PVG inbound manifesting errors. The most common errors are incorrect / incomplete 6 extra data fields, addresses, AWB data updates, and finally mismatches between MAWB & HAWBs.

    To avoid delay to your shipments, it is imperative that information is submitted in an accurate and complete manner in CCN, 24hrs before tendering your shipments to us.

    To monitor (and unblock) your shipments, please log into the free CCN platform and complete all the required shipment information. Please see attachment for details on how to register with CCN and how in the CCN platform to:

    CCN platform functionalities - When is this useful?
    Create FWB/FHL in platform - To be used when the Forwarder does not have capability of sending electronic messages at all. The GSA can push this activity to the Forwarder.
    Edit (Complete FWB/FHL) - To be used when the Forwarder has capability of sending electronic messages but possibly not the 6 extra data fields requested by China Customs. The GSA can push this activity to the Forwarder.
    Monitor PPWK compliance for PVG destinations - You will need to validate that PPWK is complete and accurate. If not, take action asap. The GSA can push this activity to the Forwarder.

    Kindly note that during a transition period of two weeks, our Data Quality team will be monitoring compliance.

    As of the 21st July 2019, you will need to ensure that FWB/FHL data is in the CCN platform and complete for the shipment to be unblocked. Note that you will be charged storage fees in Leipzig accordingly, as well as any data entry needs by Leipzig Data Entry team and any fines relative to manifesting your shipment. Therefore, we urge you to take immediate action.

    ii. The GSA has the possibility to extend obligation to complete data entry manually in CCN to the Forwarder. (If the GSA chooses to do so, the GSA may forward them the attached CCN Platform Guide.)
    iii. More details on the 6 extra data fields required by China Customs in addition to standard IATA FWB/FHL message can be found in the second attachment.

  • ACAS Notification

    ACAS Notification

    The US Customs Border Protection (CBP) and Transport Security Administration‘s (TSA) ACAS (Air Cargo Advance Screening) program went live and was legally enforceable as of Wednesday, 12th June 2019.

    ACAS is administered on a 24/7 basis with the objective to improve the air cargo supply chain security to the US. ACAS applies to all air cargo shipments (at piece level) that are going to or through the US from a non-US location. The security risk assessment must be completed prior to loading on the aircraft.

    DHL Aviation will file the required shipment information in electric message format to ACAS for security risk assessment. We will file this information as asoon as we receive it from you our customer. Failure to complete the ACAS security risk assessment will mean delays to your shipments.

    To avoid risk of any delay / refusal / penalties, please:
    1. Provide both MAWB and HAWB information in electronic format (FWBv16 / FHLv4) via SITA messaging to BRUACER in advance of tendering your shipment.
    2. Ensure that the goods descriptions are complete, detailed and accurate. Upon receipt of the information, DHL Aviation will immediately file it.
