Shipments destined for and transiting (LOS) Nigeria
 

Nigerian customs regulations make it mandatory for all shipments destined for Lagos, and transiting LOS, to include both a packing list and invoice.

These document standards are important to ensure seamless handling of shipments, and failure to comply with the requirements may result in potential delays. In the worst cases, Nigerian customs may refuse to discharge non-compliant cargo.

Data Quality Update – Goods Descriptions
 

To comply with EU customs regulations, it is now required that the goods description provided must be detailed enough to allow the determination of a 6-digit Harmonized System (HS) code. Here are some guidelines to help ensure your goods descriptions meet these requirements:

1. Be Specific: Provide detailed descriptions that clearly indicate the nature of the goods. Avoid generic terms and instead use specific names and characteristics of the items.
   Examples:
   - Acceptable: "Cotton t-shirts"
   - Unacceptable: "Garments"
2. Include Key Attributes: Mention key attributes such as material, function, and any unique features. This helps in accurately identifying the correct HS code.
   Examples:
   - Acceptable: “Wooden dining table”
   - Unacceptable: " Furniture "
3. State the Intended Use: Describe the intended use or application of the product when applicable.
   Examples:
   - Acceptable: “Car brake pads "
   - Unacceptable: " Spare parts "
4. Avoid Abbreviations and Codes: Do not use internal codes, abbreviations, or terms that are not universally understood.
   Examples:
   - Acceptable: " Nylon-coated polyester fabric
   - Unacceptable: " NCR Fabric”

New Data Elements Required for All Shipments Originating Outside the US that are Either Destined or Transiting the US

Please be informed that the United States of America published an updated version of the Air Cargo Advance Screening (ACAS) Implementation Guide (IG) on the 21st of August 2024.

With immediate effect, please ensure that the following mandatory data are transmitted for each shipper and consignee in the FWB (XFWB) message and FHL (XFZB) prior to cargo acceptance, in the shipper and consignee record: 

1.     Shipper Phone Number 

2.     Consignee Phone Number 

With regards to the other mandated data fields (Shipper Account Number, Shipper Account Issuer, Shipper Email, Consignee Email), they are currently not covered by industry standard messaging. We ask that our customers review the new data fields and prepare their IT applications to be able to submit the required data in the format to be advised by IATA (International Aviation Transport Association).

Data Quality Update – HS codes required in UAE from 29 February 2024

Effective February 29th, 2024, UAE customs requires a 6 digit HS code for all shipments imported into, exported from, or transiting through the United Arab Emirates.
DHL Aviation customers must send compliant FWB and FHLs prior to tendering cargo.

* Consolidated Shipments: the HS code must be specified at the House level (HTS line in the FHL/XFZB).
* Direct Shipments: the HS code must be indicated at the Master level (NH line in the FWB/XFWB).

We would like to remind our customers that Customs Authorities require:

1. Full line item
2. HS code per line item
3. Valid goods description (non-generic and accurate). Guidelines on what constitutes an acceptable and unacceptable description can be found on our website.

Security Update

Safety and Security is our highest priority. Our security procedures are there to ensure all of our people, assets and customers remain safe and secure. Due to recent increased threats, we are reiterating these processes and taking additional actions to ensure the ongoing security of our network.

Effective immediately: Applies to all European origins

1. Any combination of electronic/electrical devices AND liquids, gels, or gel-like substances are embargoed as ACS shipments on the DHL Aviation network.

2. Additionally, upon shipment acceptance at origin, the Cargo Handling Agent must check all paperwork descriptions to screen for above mentioned prohibited items.    

3. Reminder that ACS shipments must be tendered secure as per the respective national aviation security regime – non secure shipments will be rejected. 

4. Reminder ACS shipments FWB and FHL information must provide line-item goods descriptions and where required by origin, destination or transiting country, the respective HS codes. 
    

We request all our business partners to immediately and effectively communicate the ban and implement accordingly.
